Kailor Toua Jing Education Development Center, known as the Kailor Education Center, has been offering English, Chinese, and computer skills programs to low-income residents in the rural region of Laos (Phieng Luang, Phou Koud District, Xieng Khouang) since 2013, with around 230 youths participating.
Partnership with the Provincial Department of Education and the District Education Office, along with discussions with local youth Kailor Education Center, we have developed the “Turning Dreams into Opportunities Project.” This proposed initiative aims to equip residents—either recent high school graduates or those who dropped out—lacking funds for further education with the skills needed to enter the burgeoning tourism industry as workers or entrepreneurs.
Economic challenges are leading to concerning dropout of school rates, human trafficking (especially among women), and labor migration, often resulting in further exploitation. These young individuals are leaving our communities just as job opportunities arise, highlighting the urgent need to provide them with skills.

The Grim Reality of Trafficking
Many young individuals dream of escaping harsh conditions in casinos and returning home rich. However, the path to achieving these dreams is often riddled with peril. When families send their children away, some unknowingly place them in dangerous scenarios that lead to human trafficking.
For instance, those traveling to China may encounter dire consequences. While they may receive financial support for wedding costs or travel, they often face passport seizure upon arrival, forcing them into situations resembling servitude.
The stark contrast between aspirations and the harsh reality is alarming. Many young individuals seek help only to reveal their dreams have turned into nightmares.
Beyond financial promises, many young women are lured under the guise of love. Traffickers might manipulate parents into believing they are marrying their daughters, whisking them away under false pretenses.
Once separated from their families, these young women find themselves in foreign places with no way of returning home. This exploitation preys on the hopes of girls and their families alike, leaving many trapped.
